Carlos D. Urmacher, M.D., FCAP, FASCP

Chief Executive Officer and Chief Medical Officer

A co-founder of CBLPath via the CBL acquisition, Dr. Urmacher is certified by the American Board of Pathology in Surgical Pathology and Dermatopathology. He is a member of the U.S. and Canadian Academy of Pathology, a member of the College of American Pathologists, and a fellow of the American Society of Clinical Pathologists. Dr. Urmacher has served as a member of the Board of Trustees and Treasurer of the New York Pathological Society, as a member of the Scientific Advisory Board of the World Health Organization and as a member of the editorial boards of The American Journal of Surgical Pathology and The American Journal of Dermatopathology. Prior to joining CBL in 2000 as Co-Director and Chief of Surgical Pathology, Dr. Urmacher served as Attending Pathologist at North Shore University Hospital – NYU School of Medicine in Manhasset, New York for nine years and as Attending Pathologist at Memorial Sloan-Kettering Cancer Center and Associate Professor of Pathology at Cornell University Medical Center for 13 years. Dr. Urmacher is a frequent lecturer and has authored more than 70 articles and six medical textbook chapters. He graduated with an M.D. degree from the Central University of Venezuela and served as Chief Resident in Pathology at Mount Sinai Hospital, New York and as Chief Fellow in Pathology at Memorial Sloan-Kettering Cancer Center and New York University Hospital.  Dr. Urmacher was recently giving the honor of distinguished visitor professor in Pathology by Johns Hopkins.

David G. McGinnis

Senior Vice President of Billing and Managed Care

A co-founder of CBLPath, Mr. McGinnis has over 25 years of billing, managed care and government contracting experience. During his tenure, he has been instrumental in guiding the company and building programs to address key industry changes including coding, compliance, TC/PC and prior authorization.  Previously, he was the Director of Contracting with DIANON Systems, Inc. (formerly NASDAQ: DIAN), where he was responsible for negotiating, implementing and maintaining all of the company's contracts nationwide. During his tenure there, DIANON's contracts expanded from 50 to 650 with subsequent revenue growth from $5 million to $95 million. Prior to that, Mr. McGinnis spent five years with Anthem Blue Cross and Blue Shield of Connecticut. There, he managed the team responsible for developing and administering alternate reimbursement methodologies for ancillary network providers across HMO, POS and PPO product lines. Mr. McGinnis holds an M.B.A. with a Health Systems Management Specialization and a B.S. in Medical Cytogenetic Technology from the University of Connecticut.

Carlene Keane-Phipps

Vice President of Laboratory Operations
Ms. Keane-Phipps has more than 25 years of anatomic pathology experience and extensive knowledge of laboratory operations. She joined CBLPath in 2006 and rose through the ranks of the leadership team to be named Vice President of Laboratory Operations in 2017. During her tenure Ms. Keane-Phipps was responsible for the growth and expansion of CBLPath's Immunohistochemistry (IHC) and Fluorescence in situ hybridization (FISH) Laboratories. In 2010 she was promoted to Director of Esoteric Studies and IHC Operations and was key stakeholder in the successful addition of the Polymerase Chain Reaction (PCR) Laboratory. Ongoing accomplishments include overseeing the expansion of more than 150 new tests and existing technology. Prior to joining CBLPath Ms. Keane-Phipps started her career at a well-known institution where she quickly moved into a leadership role and successfully managed the Immunohistochemistry Lab. Ms. Keane-Phipps holds an M.B.A. and Healthcare Management certification from Iona College, a Bachelor of Arts from Stony Brook University, and is a certified Histology Technologist with qualifications in various laboratory specialties.

Tom Shaw

Mr. Shaw has more than 13 years of experience in healthcare finance and operations. He joined CBLPath in 2009 as Director of Business Information and was promoted to Chief Financial Officer in July 2018. During his tenure with the company, he has been instrumental in driving enhanced financial reporting and analysis, the budget process and cost savings initiatives. He advocated for, designed and implemented operational/financial metrics, benchmarking and dashboarding, database warehousing and business intelligence across all facets of the organization. He also played a key role in maximizing shareholder value in the 2010 sale of CBLPath to Sonic Healthcare. Prior to joining CBLPath, he was an investment banker with merger and acquisition advisory firms B.C. Ziegler, and Berkery, Noyes & Co., where he worked on over 40 transactions representing a value of over $500 million. Tom has over a decade of experience in serving as advisor to numerous CEOs, CFOs and COOs across markets that included healthcare service, laboratory service, radiation oncology, payors, senior care IT, pharmacy benefit management, and medical education, conferences and publishing. During that time, he assisted his clients with business acquisitions, divestitures, recapitalizations, management buyouts, and financing transactions for senior debt, subordinated debt and equity. Mr. Shaw holds an MBA in Finance from Rutgers, The State University, and a B.S. in Civil Engineering from Manhattan College.

Jules Laino

Vice President of Quality Institutional Assurance, Integrity and Compliance

Mr. Laino has more than 35 years of anatomic pathology, cytopathology and laboratory experience, 29 of which are in management and administration.  He joined CBLPath immediately following their acquisition in 2003 as the Director of Laboratory Operations.  Mr. Laino was instrumental in laboratory business development as the company began expanding its test menu and played a leadership role in obtaining New York State testing category permits in Oncology, Cellular Immunology, Bacteriology, Urinalysis and Cytogenetics as well as operational licensing and practice approval of several off-site satellite laboratory facilities. He initiated the concept behind CBLPath’s information technology quality center module and continued as project consultant until program development and release. This module serves as the foundation for all key quality indicators and the basis for Q-Trend data reporting, risk assessment and auditing. Up until 2011 Mr. Laino also managed the cytopathology department as it grew from 3,000 to 62,000 accessions annually. Prior to joining CBLPath, Mr. Laino served as Chief Operating Officer at a well-known health care institution, successfully overseeing their very lucrative New York Operations Division. He developed and introduced a comprehensive technical and quantitative urine cytopathology program that uses a stoichiometric special stain to better classify pre-malignant and malignant urinary tract disease then further enhanced the program by incorporating red blood cell morphology and sediment analysis to help determine the origin of upper and/or lower urinary tract hematuria. Mr. Laino is currently the Vice President of Quality Institutional Assurance, Integrity and Compliance overseeing the organizations technical and professional quality initiatives, risk management, regulatory, compliance, licensing and safety divisions.  Mr. Laino holds a Bachelor of Science in Biology from C.W. Post, Long Island University and a post graduate degree in Cytotechnology fromNew York-Presbyterian/Weill Cornell Medical Center.

Brian Krout

Vice President Of Sales

With CBLPath since its inception, Mr. Krout has more than 30 years of combined leadership, logistics, laboratory sales and marketing experience.  He was an original member of CBLPath’s industry leading sales force where he earned multiple President’s Club Awards before accepting a role in the marketing department.  While in marketing, he served in positions of increasing responsibility within the department to include Product Manager, Director of Marketing and Vice President of Marketing. Following his time in marketing, Mr. Krout returned to the sales team as a Senior Account Executive where he again excelled, earning multiple Double Helix Awards. Prior to his arrival at CBLPath, Mr. Krout was a Senior Sales Representative and Field Trainer with DIANON Systems, Inc. (formerly, NASDAQ: DIAN) for 4 years. While there, he received several sales awards including multiple Presidential Awards, Hematopathology Sales Representative of the Year and Technical Sales Representative of the Year.  For the previous 6 years, Mr. Krout was employed by Schneider National Carriers where he managed their operations in Ottawa, Illinois and Laurinburg, North Carolina as General Manager of the $30 million dollar Libbey-Owens Ford Glass account and was recognized with Presidential Awards for Safety and Continuous Improvement.  From 1987 to 1993, he served on Active Duty as a Captain in the U.S. Army and was a recipient of the Bronze Star, the Meritorious Service Medal and numerous other commendations.  Mr. Krout holds a B.A. in Psychology from Shippensburg University.
